Turns out what this fellow was doing is getting a look behind the fence of a business called Marshall Farms where puppies and other animals are bred for laboratory research.  He, along with two others in the SUV with him are members of an animal rights organization and were investigating some bad things they've heard about the treatment of the animals there.  They had finished flying their drone and were several miles away when the police pulled them over.

It seems Marshall Farms hires a local off-duty cop as its security officer.  He had called the police and had them pull these people over and question them -- which I believe is unlawful.  They had committed no traffic violations and were accused of no crimes by anyone and the police had not observed their drone flight in progress.  So this looks like a situation in which Marshall Farms made use of the local police, via their off-duty cop/security guard, to pull these people over and question them.

This is comparable to me calling the police, giving them a license plate number and asking them to investigate the owner for me.

What a joke! Any reason just to pull you over, he had his rights, maybe took it a bit far but why not police are the same in Australia now.
